Dispite the subtitle (...Tech Shapes Our Identities) this book is mostly about refugees or "people who exist outside of the mainstream" and in parts isn't about technology. Examples in the book include: the legacy of Belgium's colonial rule in Rwanda, stateless groups in Namibia and Kenya, the Rohingya in Myanmar, Dutch Jews under the Nazis, Niger's migrants database, and the UNHCR's use of fingerprints on the Afganistan - Pakistan border. Other examples mentioned may seem more widely applicable: India's Aardhaa ID scheme, the London Met' Police's gangs database, biometrics on Germany's national ID card, and voter ID in England. Most of the examples illustrate what can go wrong (there's no negative effect mentioned for Germany's national ID card having biometrics) and they might all serve as warnings to all of us but there's precious little to cause the reader to think 'that could be me!'
