U.S. Foreign Assistance: Investment or Folly?

This volume deals with the many aspects of the foreign assistance programs of the U.S. The contributions were either prepared by the staff of or submitted as public testimony to the Commission of Security and Economic Assistance, established by the Secretary of State, George Shultz, in February of 1983.
